Description Créer un réseau électrique européen est une idée de l'entre-deux-guerres, qui ne trouva sa concrétisation qu'en 1995. En replaçant l'histoire de cette idée dans sa dimension historique, cet article rompt avec les visions déterministes. Le jeu des acteurs, et en particulier des institutions internationales, explique que la dimension européenne, bien que sans cesse affirmée, n'ait souvent été conçue que comme une croissance des réseaux régionaux. Par ailleurs, dans le contexte de guerre froide, les projets associant l'Est et l'Ouest durent surmonter de multiples obstacles. Les rapprochements furent nombreux mais seule la chute du rideau de fer permit une véritable interconnexion des deux moitiés de l'Europe.
