Este livro aborda a institucionalização do sistema socio-técnico que permitiu a mobilidade automóvel de 1920 a 1950, em Portugal, um país originalmente não produtor de veículos automóveis e tecnologicamente periférico, através do estudo de dois dos seus aspectos, que são complementares: a regulação da circulação dos automóveis e a adaptação das estradas aos novos veículos motorizados. É um estudo da apropriação e da construção deste sistema através das acções de utilizadores, engenheiros, legisladores, clubes automóveis, serviços de viação, ou órgãos de administração rodoviária. Entender a emergência da automobilidade neste período inicial permite iluminar o que veio a ser o seu desenvolvimento na segunda metade do século XX, durante a qual, em Portugal, também se assistiria a uma mobilidade dominada pelo automóvel individual, que actualmente é tão problematizada.
