L’acqua e l’evolversi nei secoli del suo status giuridico fanno da sfondo alla ricostruzione storica dell’acquedotto di Palermo, opera di alta ingegneria realizzata alla fine dell’Ottocento che si integrò con le antiche infrastrutture che alimentavano la città già dal X secolo. La vicenda qui ricostruita è tuttavia molto più di una faccenda di ingegneria idraulica, ma diviene lo spunto per ripercorrere l’intera storia della città di Palermo, soffermandosi in particolar modo sul periodo che va dall’Unità d’Italia al secondo dopoguerra. In queste pagine si ricostruiscono la cronaca di quegli anni, le vicissitudini politiche e sociali, il problema del colera che affliggeva l’Italia intera, i progressi scientifici, gli appelli spesso vani di medici e igienisti che chiedevano insistentemente maggiori controlli sulle acque, la feroce diffidenza nei confronti dell’impresa piemontese che ne ottenne l’appalto e che, a dispetto di ogni previsione, in tre anni, riuscì a superare ogni difficoltà dotando finalmente la città di "acque fresche e pure."
