Das Arpanet, ein Netzwerk von Großrechnern einer Handvoll US-amerikani- scher Forschungseinrichtungen war ein wichtiger Vorläufer und Geburtshelfer des Internets. Wesentliche organisatorische und technische Strukturen des In- ternets wurden zuerst im Arpanet erprobt und etabliert. Durch seine dezentrale und konsensuale Organisation war das Arpanet auf die breite Partizipation seiner Nutzer angewiesen. Die Geschichte des Arpanet zeigt aber auch, dass der Wunsch nach radikaler Teilhabe im Netz von Anfang an umstritten war. Eine Analyse von Quellen aus den ersten Jahren des Arpanet macht deutlich, wie weit die gestalterische Freiheit der Nutzer des Netzwerks ging - und wo sie endete.
