The global climatic changes and the famine that followed the eruption of the Indonesian volcano Samalas stimulated the municipality of Pavia to develop a system of registrations and ration checks necessary to mitigate the effects of the grain crisis. The measures, modeled taking inspiration from emergency practices already in use, stimulated the creation of more pervasive and capillary assessment, registration and control systems of grain availability and its movements, requiring a considerable effort in terms of planning skills, economic and human resources employed . The practices, tested during the crisis, remained as an acquired asset for the administration of the municipality which was able to adopt them even later in case of need.
