We plead for basing the answer on the question in the title on purely empirical grounds, and not merge facts with the interpretation of information derived from observations. A simple objective quantity is the correlation coefficient between radial velocity and distance indicator. The ratio of its mean error to its value can be used to determine when a given significance limit was passed for the first time.
