Epi Tohvr's monograph is an original study of Georges Frédéric Parrot, the first rector of the Imperial University of Tartu and the author of the university's founding document. In five voluminous chapters, the different stages of Parrot's life in Western Europe, Livonia and St. Petersburg are discussed, as well as his versatile activities in the broader educational, scientific and socio-political context of the era. Thanks to Parrot's sole operation, the doors of higher educational institutions were also opened to rural people. This decision had an inestimable value for the educational efforts of the Estonian and Latvian people and the subsequent birth of statehood. Parrot also became a close friend and confidant of Emperor Alexander I and a shrewd advisor to Emperor Nicholas I. Through his letters to the rulers, an authentic picture of the most important events in the Russian Empire in the first half of the 19th century has been reconstructed, which reveals that that Parrot has partially influenced the functioning of the imperial power with his ideas and proposals and has actively participated in the planning of education and research policy. The book is richly illustrated, which helps the reader better immerse himself in the periods of Parrot's life and his era. Translations of the letters from French have been made by Marge Käsper.
