On March 24, 1951, Argentine president Juan Per ó n invited members of the nation ’ s press to the Casa Rosada, the presidential palace, to announce the success of Proyecto Huemul, Argentina ’ s atomic fusion research program. With é migr é German scientist and project leader Ronald Richter at his side, the president began by explaining why Argentina had pursued research in atomic fusion rather than atomic fission. Per ó n stated that the United States, Britain, and Russia had undertaken atomic research under the threat of war when the fission of uranium had been the safest and most viable option. In contrast, Per ó n noted, “ The New Argentina decided to take the risk and adopt all measures which might bring the desired approach … with the application of materials less costly and easier to obtain. ” He then enumerated the benefits of an atomic research program for Argentina, which included supplying the energy needs of industry, creating radioactive isotopes for scientific research, and, most important, demonstrating that “ Argentina wants once again to give an example of the possibility of applying scientific advancements toward the welfare of her people and of humanity ” ( New York Times 1951b ).
