Die Frage, wie sich computerbasierte, interaktive und vernetzte Medien auf die Gesellschaft auswirken, wurde nicht erst seit der Ausbreitung des Internets in den 1990er Jahren umfassend diskutiert. In der Bundesrepublik Deutschland wurde bereits in den 1970er Jahren über die Folgen neuer Telekommunikati- onsmedien debattiert. Neben den sozialen Auswirkungen interessierten sich die politischen Akteure besonders für die kompetenzrechtlichen Dimensio- nen: Wie konnten die neuen Telekommunikationsdienste in die bestehende Medienordnung eingeordnet und entsprechend reguliert werden? War der Zugriff auf Informationen, die auf entfernten Computern gespeichert waren, mit einem Telefonanruf vergleichbar, handelte es sich dabei um eine neue Verbreitungsform der Presse oder musste ein solcher Dienst nicht eigentlich den öffentlich-rechtlichen Rundfunkanstalten vorbehalten werden? Anlass bildete die durch die Deutsche Bundespost geplante Einführung des neuen Fernmeldedienstes Bildschirmtext (Btx). Obwohl dieser Dienst aus heutiger Sicht nicht - wie zeitgenössisch vielfach beschworen - der Ausgangspunkt einer Informationsrevolution war, so bildeten die politischen Auseinanderset- zungen um seine Einführung den Anfang einer bis heute nicht abgeschlossenen Diskussion, wie mit den - mittlerweile über 40 Jahre alten - ‚neuen Medien‘ umgegangen werden soll. Der Aufsatz widmet sich dem Entstehungskontext und den medienpoli- tischen Auseinandersetzungen vor der Einführung des Bildschirmtextes. Zu- nächst wird ein Überblick über die medienpolitische Situation zu Beginn der 1970er Jahre gegeben, die davon geprägt war, dass sich parteipolitische Dif- ferenzen mit einem grundlegenden Bund-Länder-Konflikt überlappten. Dies hatte zur Folge, dass die Pläne der Bundespost, ein neuartiges, universelles Breitbandnetz für Sprache, Rundfunk und Daten aufzubauen, Mitte der 1970er Jahre keine Mehrheit fanden. Als die Bundespost daraufhin mit Bildschirmtext ein neues Massenmedium ankündigte, das auf dem bestehenden Telefonnetz basierte und Informationen von einem Computer auf Fernsehgeräten darstellen konnte, entfachte dies einen neuen Kompetenzkonflikt zwischen Bund und Ländern. Mit dem politischen Kompromiss, den Dienst als ‚neues Medium‘ zu definieren, wurde ein neuer, bis in die Gegenwart relevanter Pfad beschritten. (Not only since the spread of the Internet in the 1990s, there has been extensive debate about the impact on society of computer-based, interactive, and networked media. As early as the 1970s, the consequences of new telecommunications media were discussed in the Federal Republic of Germany. Besides social effects, the political actors were especially interested in the competence- related dimensions: How might the new telecommunications services fit into the established order of media - and how could they be regulated adequately? Was the access to information stored on remote computers equivalent to a telephone call, or was it a new form of distribution of the press, or should such a service be reserved to the public broadcasting institutions? The reason for this discussion was the planned launch of a new telecommunications service, called Bildschirmtext (Btx), by the Deutsche Bundespost. While this service was not, from today’s perspective, the starting point of an information revolution - as was often predicted at the time - the political debates surrounding its introduction marked the beginning of a discussion which is still ongoing today: How to deal with the ‘new media’? This article is therefore focused on the context of development and po- litical conflicts prior to the introduction of Bildschirmtext. It begins with an overview of the situation regarding the media politics at the beginning of the 1970s, which was characterized by party-political conflicts that overlapped with a deep-rooted conflict between federal and state governments. As a result, in the mid-1970s, plans by the Bundespost to build a new type of universal broadband network for voice, broadcasting, and data failed to win consensus. When the Bundespost announced Bildschirmtext, a new mass medium based on the existing telephone network that could display information from a computer on television sets, a new conflict over competence between the federal and state governments was initiated. With the political compromise to classify the service as a ‘new medium’ outside the existing categories, a new path was taken that remains relevant to the present day.)
