(Since the founding of the Turkish Republic in 1923, foreign experts played a central role in building the new state. The history of development policy in rural Turkey provides a good illustration of the horizons of expectations that German, American, and Turkish actors formulated for the country in the postwar period, which was firmly embedded in global discourses during the period between the Marshall Plan, the population crisis, and new migration policies. Turkey, according to this book's thesis, became an important experimental field for new practices of development policy, as the maxims of European integration and global crisis thinking met here.)
