Lately, since 2000, the European Union has evolved from the will of the Lisbon Strategy to turn itself into the “Europe of knowledge” to the goal of the current Framework Programme for research funding, Horizon 2020, of building an “Innovation Union.” The shift implies for research policy a transition from a socio-democratic and cultural – in addition to an economic – perspective to a vision of knowledge production more distinctly functional to economic growth. The roots of this evolution can be recognized in the dynamic interplay of different understandings of public research policy, which have been acquired and developed for the European context during the ’90s and have contributed to shape the current system of European research policy. An analysis of key European policy documents sheds light on the evolution and on the features of the European political strategy on scientific research, underlining the contributions of the partially conflicting frames based on economic competitiveness, societal relevance and scientific freedom. The tension among the different perspectives is at the heart of the current research system and lays the foundation for a future critical debate, not only on the role of knowledge but also on the features of a political Europe.
