King Philip II, who ruled Spain from 1556 until 1598, was the first monarch in history to govern an empire, in the words of a contemporary, “over which the sun never set” ( el imperio en el que nunca se pone el sol ).¹ Administering such vast territory required immense effort and entirely new ways of managing the mountains of information that poured in from all parts of the world.
