Since ancient times, the Eastern Mediterranean sea constituted a place for communication but at the same time for confrontations among coastal peoples. Fishing, along with agriculture and animal husbandry, was one of the most developed means of living. In the Greece of thepoleismany people lived off of the sea. Therefore, it was necessary to guarantee the free exercise of this trade, but within legal frameworks that permitted coexistence to be as peaceful as possible when conflicts arose.
