n 1910 the Ministry of Public Instruction and Fine Arts created the National Foundation for the Deaf, Blind and Abnormal in order to protect and safeguard people with sensory and intellectual disabilities. The aim of this paper is to trace the path of this corporation from its inception to the beginning of the Civil War and to highlight what their contribution to the process of institutionalization of assistance called 'abnormal children. " The Foundation Board of Trustees responded to a very ambitious project that was undergoing changes over the beat period of continuous political changes. This instability, which other domestic problems were added, prevented the institution to fulfill most of the objectives that had been entrusted. However, it is indisputable that the activity helped the problem of people with intellectual disabilities acquire visibility in Spain and laid the foundation for the development of special education in the first decades of the twentieth century.
