Diphtheria immunisation was introduced into New Zealand in 1919 by the Health Department but suffered from a number of setbacks which inhibited extension of the role of immunisation from a disease control method, to one of prevention in children, as had occurred in Canada and New York City. It was not until the impetus of a diphtheria epidemic in 1946, and a sustained promotional campaign by the Health Department to publicise immunisation that the vaccine became widely accepted in New Zealand. This article explores the reactions and responses of both the Health Department and parents with regard to childhood diphtheria immunisation during the timeframe and, set in an international context, how these changing attitudes shaped diphtheria immunisation policy in New Zealand.
