In response to reports regarding the 1986 disaster at the Soviet nuclear power plant in Chernobyl, Ukraine, British chemical engineer Sir Frederick Warner proposed establishing the Volunteers for Ionising Radiation from members of the Fellows of the Royal Society and the Fellowship of Engineering (later renamed the Royal Academy of Engineering).
