The essay introduces the publication of an important historical document - a 1959 letter to the head of the Soviet Communist party and Soviet government, N. S. Khrushchev, from Soviet scientist A. I. Kitov, about the imperative need to create automated systems for management of the socialist economy. This letter became a catalyst for the quarter-century long development of applications of such systems in offices and factories in the Soviet Union, which was supposed to provide a second wind to the Soviet economy.
