This essay uses previously unpublished archival materials to examine the history of the "Big Volga" plans for the fundamental reconstruction of the Volga. The project developed in 1931 - 1936 with the participation of the State Planning Commissions (Gosplans) of the Soviet Union and of the Russian Federation, the All-Union Economic Council (VSNKh), the Peoples' Commissariat for Heavy Industry, and other departments. The Soviet Academy of Sciences also made significant contributions. Political contingencies and the results of research surveys for the project summarized by commissions of experts from Gosplan shaped the plans for the "Big Volga." Consideration of energy, transportation, and irrigational aspects of the Volga's water resources eventually led to large-scale hydroelectric construction projects on the river by the end of the 1930s, and especially in the 1950s-1970s.
