By the beginning of the twentieth century, when the existing aqueducts could no longer meet the growing city's needs, the water supply became one of Moscow's most critical problems. In 1913 a commission for surveying new sources of water was created, whose task also included developing projects for new waterworks. The commission proposed three chief alternatives for Moscow's water supply: the Oka river, the Volga river, and a reservoir in the Moscow river basin. After a detailed study, most of the earlier proposals had to be abandoned. The most workable project turned out to be a reservoir on the Istra river, which was constructed in 1935, after the commission's activities had already ended.
