Since the nineteenth century, the Central Commission for Navigation on the Rhine (CCNR) has negotiated regulations for Rhine navigation. In 1958, the European Economic Community (EEC) kicked off competition with the CCNR by starting to formulate a Common Transport Policy (CTP) that included Rhine navigation. At that time, inland navigation on the Rhine found itself in an economic crisis. Each organization tried to resolve the crisis in a different way. The CCNR and the business preferred a policy based on capacity; in contrast, the EEC based its approach on a policy of tariffs. Consequently, these two organizations competed, first, for the competence to develop and apply an international Rhine policy and, second, for the most suitable type of that policy. This competition is put at the core of this paper. We argue that the rivalry of the CCNR and the EEC had a huge impact on the development of a Rhine policy and contributed significantly to the failure of the CTP in the 1960s.
