During the last two centuries, French criminal statistics have experienced several phases of improvement and deterioration. This paper focuses on statistical counting units to study some of the key moments in this evolution. This choice is most often linked to the various uses of statistics in their respective historical context. Adopting a more internal point of view nevertheless helps to understand the choices made between different data collection systems (tabulated frames, individual forms or administrative files). Constraints related to accounting consistency and statistical production management induce complex combinations of the possible counting units, namely cases, offences, individuals and decisions. In the 20th century, the making-up of electronic administrative databases made this long maturated accounting framework of statistical formalization obsolete.
